Site Criteria

TIMING

  • Are the property owners interested in selling?
  • How soon can the land be acquired?
  • Will we need to deal with multiple owners?
  • Can the site meet the expectations of area physicians?
  • What information exists to suggest the site can be developed as a hospital?

ACCESS

  • Are the site’s access and egress (via emergency transport, automobile, transit and pedestrian) anticipated to be acceptable or problematic?
  • What capacity issues exist with transportation infrastructure?
  • Is the site within easy commute of physician offices and/or other healthcare facilities?

COST

  • Is the site financially feasible?
  • What costs would be associated with development (e.g., relocations, transportation system improvements, environmental remediation, demolition, extraordinary construction challenges, utilities and infrastructure, site preparation)?

SIZE/SUITABILITY

  • Does the site offer at least 25 acres with the potential for acquiring additional parcels?
  • Is the hospital permitted in the existing zone designation?
  • Are the size, configuration, and topography appropriate for a hospital and its anticipated impacts?
  • How compatible is the hospital with surrounding neighbors?
  • Are adjacent and surrounding land uses compatible with hospital development?
  • Do adjacent land uses support the needs of hospital patients, their families, and physicians?

HOSPITAL AND COMMUNITY GOALS

  • Would development of a hospital at the given site match the intent and goals of the hospital’s Long Range Facility Plan?
  • Would the hospital benefit the greater community and/or aid the community’s revitalization goals?
